I'm wondering if there's any interest in a static leveling fellowship. This basically would consist of 3-6 people who roll a new alt and only level that alt with the fellowship, say once or twice a week. I've done these in other MMOs and it's a lot of fun, a great way to get to know other people, and also a great way to experience low level group content on-level.
